Special Enrollment Period for Florida ADAP Consumers

Consumers who are losing eligibility for premium subsidies for their Marketplace coverage under Florida’s AIDS Drug Assistance Program (ADAP) as of March 1, 2026, are eligible for a Special Enrollment Period to change their Marketplace plan. They have until April 30, 2026, to use their Special Enrollment Period to select a new plan, if they wish to do so.

How can I help impacted consumers?

Here are some tips you can share with impacted consumers:

  1. Compare. If a consumer wants to explore changing their plan, they can browse plans and prices in their areas by visiting HealthCare.gov/see-plans. If a consumer does decide to change plans, they should be aware that any accumulators will be reset with the new plan.
  2. Call the Marketplace Call Center to change plans. If they want to change their plan, they should contact the Marketplace Call Center at 1-800-318-2596 (TTY users can call 1-855-889-4325).

    When they call the Marketplace Call Center, they should say that they believe they qualify for a Special Enrollment Period because they’re losing eligibility for a Florida drug assistance program. They can also say:

    • They received a notice from Florida Department of Health saying they were eligible for a Special Enrollment Period
    • They are part of the Florida ADAP program

    This will help the Marketplace Call Center confirm eligibility for the Special Enrollment Period.

  3. Enroll by April 30, 2026. The deadline for impacted consumers to enroll in a new plan through the Marketplace is April 30, 2026. Their new Marketplace plan will start on the first day of the month after they select a plan. They can request that their new plan start retroactively on March 1, instead of on the first day of the month after they select their new plan. If they want their plan to start retroactively on March 1, they should state this when they call the Marketplace Call Center.
