HRSA Releases Annual Report Highlighting Ryan White HIV/AIDS Program COVID-19 Data

The Health Resources and Services Administration’s (HRSA) HIV/AIDS Bureau (HAB) recently released the first report on COVID-19 related activities by Ryan White HIV/AIDS Program (RWHAP) recipient and subrecipient service providers.

As part of HRSA HAB’s Fiscal Year (FY) 2020 Coronavirus Aid, Relief, and Economic Security Act (CARES Act) appropriation, 581 existing RWHAP Parts A, B, C, and D recipients received CARES Act funding for the prevention and treatment of COVID-19 for RWHAP-eligible clients and their immediate household members.

In order to monitor and report on RWHAP FY 2020 CARES Act-funded activities, HRSA HAB developed the COVID-19 Data Report (CDR) system. The CDR collects monthly, aggregate-level data on the types of services provided and number of people served by RWHAP FY 2020 CARES Act-funded recipient and subrecipient service providers for the prevention and treatment of COVID-19.

The Ryan White HIV/AIDS Program (RWHAP) COVID-19 Data Report, January 20, 2020 through December 31, 2020 is HRSA HAB’s first publication of national RWHAP aggregate-level data submitted through the CDR. Data are presented for January 20, 2020 through December 31, 2020.  Because data can be submitted on a retroactive and rolling basis, data presented are based on those submitted as of February 23, 2021, to allow time for the more recent months’ data to stabilize. Due to the ongoing nature of CDR reporting, however, the data contained in the report should be considered preliminary.

The report highlights the following:

  • Among RWHAP providers who submitted a CDR for the January to March 2020 reporting period, 68 percent reported any telehealth capacity; and among providers who submitted a CDR for the December 2020 reporting period, 84 percent reported any telehealth capacity.    
  • The percentage of RWHAP provider sites conducting any COVID-19 testing increased from 29 percent in January 2020 to 49 percent in December 2020.  Through the expanded capacity for testing, RWHAP providers are testing larger numbers of RWHAP-eligible clients and household members.  Over 10,600 were tested in December 2020.
  • As of the end of December 2020, providers had served nearly 19,000 RWHAP-eligible clients with newly identified COVID-19. (see graphic)
  • Each month, tens of thousands of RWHAP-eligible clients and immediate household members received at least one core medical or support service using RWHAP FY 2020 CARES Act funding. The most common services included outpatient ambulatory health services medical case management, as well as services that are particularly relevant for responding to COVID-19, such as: emergency financial assistance, medical transportation, and food bank/home delivered meals.
