The U.S. Department of Health & Human Services (HHS) is inviting comments on the draft HIV National Strategic Plan for 2021-2025 (HIV Plan). HHS, through the Office of the Assistant Secretary for Health and its Office of Infectious Disease and HIV/AIDS Policy (OIDP), is coordinating the development of this plan with federal partners from six federal departments and 12 HHS agencies and offices.

The HIV Plan, the nation’s third consecutive national HIV strategy, sets forth bold targets for ending the HIV epidemic in the United States by 2030, including a 75% reduction in new HIV infections by 2025 and a 90% reduction by 2030.  For stakeholders across the nation, the HIV Plan articulates goals, objectives, and strategies to prevent new infections, treat people with HIV to improve health outcomes, reduce HIV-related disparities, and better integrate and coordinate the efforts of all partners to achieve the bold targets for ending the HIV epidemic in the United States.  The HIV Plan also establishes indicators to measure progress, with quantitative targets for each indicator, and designates priority populations and key areas of focus.  The federal partners collaborated to develop the HIV Plan concurrently with the Viral Hepatitis National Strategic Plan and alongside the first-ever STI National Strategic Plan.

Before finalizing the HIV Plan for release in early 2021, the federal partners are seeking input from a broad mix of stakeholders on whether the draft plan’s goals, objectives, and strategies appropriately address the nation’s response to HIV and will advance efforts to end the HIV epidemic in the United States by 2030. The federal partners are also interested in hearing whether stakeholders identify any critical gaps in the draft plan.

How to Review and Comment on the Draft HIV Plan

OIDP has published a Request for Information (RFI) in the Federal Register to solicit input on the draft HIV Plan.  The draft HIV Plan and a link to the RFI are posted on The deadline for comments is 5:00 PM (ET) on December 14, 2020.  All comments must be submitted electronically to no later than the deadline, to be considered.
