2 Funding Opportunities from the Ryan White HIV/AIDS Program

The Health Resources and Services Administration's HIV/AIDS Bureau (HRSA/HAB) currently has two open funding opportunities with deadlines this month and next.

Ryan White HIV/AIDS Program (RWHAP) Access, Care, and Engagement Technical Assistance Center (ACE TA Center) – Apply by January 22

This funding opportunity announcement (HRSA-19-030) invites applications for a cooperative agreement to maintain and strengthen the Ryan White HIV/AIDS Program (RWHAP) Access, Care, and Engagement Technical Assistance Center (ACE TA Center). The ACE TA Center works collaboratively with HRSA/HAB on a national scale to build the capacity of RWHAP recipients and subrecipients to ensure people living with HIV (PLWH) understand and use the range of health care coverage options available to facilitate access to and maintain engagement in care. Specific goals include:

  • Maximize PLWH engagement in health care through increased health literacy regarding how to access and engage with the health care system, including clinicians, support service providers, and other practitioners.
  • Increase RWHAP recipient, subrecipient, provider, and PLWH awareness and understanding of, enrollment in, and/or utilization of health care coverage options available in the evolving health care landscape.
  • Identify or develop strategies and messages for how "Treatment as Prevention" principles can be used to increase PLWH engagement in care and maintain health care coverage by outreach workers; health educators; case managers; peer navigators; health care navigators, certified application counselors, and other assisters; and administrators.
  • Improve health outcomes across the HIV care continuum for PLWH.
  • Ensure RWHAP funding remains a payor of last resort.

Capacity Building in the Ryan White HIV/AIDS Program to Support Innovative Program Model Replication – Apply by February 25

HRSA also announced a funding opportunity (HRSA-19-040) that solicits applications for a new three-year Special Projects of National Significance (SPNS) initiative to enhance the capacity of RWHAP recipients and subrecipients, with a particular focus on RWHAP jurisdictions identified as disproportionately affected by HIV, to replicate evidence-informed interventions and effective models of care, using program implementation tools, manuals, and other resources previously developed by Ryan White HIV/AIDS Program providers and the U.S. Department of Health and Human Services. By building capacity and encouraging the implementation or replication of effective models of care, the initiative intends that these jurisdictions will bring recent innovations to scale, thus improving systems of care, reducing health disparities, improving outcomes along the HIV care continuum, and ultimately contributing towards meeting the goals and objectives of the National HIV/AIDS Strategy.
