The Health Resources and Services Administration’s (HRSA) HIV/AIDS Bureau today released its third annual publication of national Ryan White HIV/AIDS Program (RWHAP) client-level data collected through the Ryan White HIV/AIDS Program Services Report (RSR). This dataset is HRSA’s HIV/AIDS Bureau’s primary source of annual, client-level data reported by more than 2,000 funded grant recipients and subrecipients.

The Ryan White HIV/AIDS Program Annual Client-Level Data Report, 2016 [PDF, 893KB] features RSR data about all clients served by the RWHAP during calendar years 2012 through 2016. The publication provides an in-depth look at demographics and socio-economic factors among clients served. This includes age, race/ethnicity, transmission risk category, federal poverty level, health care coverage, and housing status. In addition, retention in care and viral suppression data are presented for the overall RWHAP client population receiving medical care, as well as among key priority populations served by RWHAP. These data inform programmatic efforts and funding to end the HIV epidemic.

The 2016 report includes two changes from the previous year:

  • Addition of federal poverty level by state and EMA/TGA tables: In this report, data tables were included to display federal poverty level (FPL) by state and by Eligible Metropolitan Area (EMA) and Transitional Grant Area (TGA). Data include numbers and percentages of clients in each FPL, as well as retention in care and viral suppression. Consistent with previous reports, data by state and by EMA and TGA are based on provider location rather than client location.
  • Service category name change: In a 2016 Policy Clarification Notice, the RWHAP service category Outpatient Ambulatory Medical Care (OAMC) was changed to Outpatient Ambulatory Health Services (OAHS). Although data were not reported using the new name until 2017, the service category definitions were consistent, so the new service category name is reflected throughout this report. Retention in care and viral suppression are specifically calculated among RWHAP clients receiving OAHS.

It is important to note that although data presented in this publication exclude AIDS Drug Assistance Program (ADAP) client data, many clients receive ADAP-related services.

The HIV/AIDS Bureau is committed to making our data available and usable for our recipients, subrecipients, partners, and stakeholders, and we hope it will meet the variety of needs of HRSA’s HIV/AIDS Bureau’s partners across federal, state, and local agencies. In the coming months, the HIV/AIDS Bureau will release an updated set of consumer-friendly program resources to complement the annual data report, which include slide decks, infographics, and population-specific fact sheets highlighting 2016 RSR data.
